The Finance Department has notified the syllabus for the written test (Objective Type) for the post of Accounts Assistant (Finance) under Notification No. 10 of 2025 dated 24 November 2025. The written examination is designed to assess candidates’ knowledge in accounts, finance, statistics, economics, mathematics, general awareness, science, computer knowledge, and English, with special reference to Jammu & Kashmir Union Territory.
The examination will be conducted for a total of 120 marks with a time duration of 02:00 hours.
General Knowledge with Special Reference to J&K UT
Marks: 30
This section evaluates the candidate’s awareness of national, international, and regional issues, with a strong focus on Jammu & Kashmir.
It includes current events of national and international importance, political and physical divisions of the world and India, Indian culture, heritage, and the freedom struggle and movements. Candidates must also prepare transport and communication systems, demography including census features and functions, and important rivers and lakes of India.
Weather, climate, crops, and means of transport of India are important subtopics, along with environment, ecology, and biodiversity.
Special emphasis is laid on Jammu & Kashmir Union Territory, covering its history, economy, geography (including weather, climate, crops, rivers, lakes, flora, and fauna), heritage and culture, and important tourist destinations. The Jammu & Kashmir Reorganisation Act, 2019 is also a compulsory part of this section.
Accountancy and Book Keeping
Marks: 30
This is the core and most scoring section of the Accounts Assistant (Finance) syllabus and carries the highest weightage.
It covers the introduction to financial accounting and accounting terminology, accounting equation, journal, and voucher approach in accounting. Candidates must be well-versed with bank reconciliation statements, financial management and financial statements, and partnership accounts.
Ledger accounts, cash book, financial audit, and elements of double-entry bookkeeping form the foundation of this section. Preparation of trial balance, trading account, profit and loss account, and balance sheet is essential.
The syllabus also includes the concept of social accounting, social audit, and cash-based single-entry system of accounting. Public Financial Management System (PFMS) and Indian Financial Management System are specifically included.
Additionally, taxation and tax laws (direct and indirect taxes), cost management and budgetary control, cost accounting, and recent developments in accounting are important areas for examination.
General English

The General English section tests grammatical accuracy, comprehension, and usage of language in official and practical contexts.
Topics include tenses, rearranging jumbled sentences, narration, modals, and articles. Comprehension passages with blanks to be filled using phrases, pronouns, and homonyms or homophones are included.
Clauses, synonyms and antonyms, pairs of words used in meaningful sentences, idioms and phrases, uses of prepositions, and active and passive voice form an important part of this section.
Statistics
Marks: 10
This section assesses analytical and data-handling ability relevant to finance and administration.
It includes primary and secondary data, methods of collecting data, preparation of questionnaires, and tabulation and compilation of data. Measures of central tendency and the theory of probability are key numerical areas.
The theory of attributes, including basic concepts and applications, and the theory of index numbers are included, with special reference to wholesale price index and consumer price index numbers.
Demography is also covered, including census features and functions, vital statistics such as measures of fertility, crude fertility rates, specific fertility rates, gross and net reproduction rates, and measures of mortality.
Mathematics
Marks: 10
The mathematics section focuses on problem-solving ability and numerical accuracy.
It includes simple and compound interest, linear equations with two variables, permutations and combinations, and the binomial theorem. Candidates must prepare limits and derivatives, set theory with basic concepts and applications, relations and functions, and matrices and determinants.
Probability, coordinate geometry, three-dimensional geometry, and vectors are also included in the syllabus.
General Economics
Marks: 10
This section evaluates understanding of economic principles relevant to public finance and policy.
Topics include introduction to economics with basic concepts and principles, fiscal and monetary policy including meaning, scope, and methodology. Theory of consumer demand using indifference curve technique and demand analysis are important areas.
Factor pricing theories, including marginal productivity theory and Ricardian theory of rent, are part of the syllabus. Pricing under various forms of market, factors of production, and laws of production are included.
Concept of economic growth and its measurement, characteristics and problems of developing economy, planning versus market economy, economic reforms in India, concept and measurement of national income, and the role of the Reserve Bank of India (RBI) complete this section.
General Science
Marks: 10
This section covers basic concepts of physics, chemistry, and biology.
It includes Newton’s laws of motion, mass, weight, acceleration, velocity, and speed. Electricity topics such as electric current, power, energy, and voltage are included. Chemical equations and their types, metals and non-metals with physical and chemical properties are part of the syllabus.
Various sources of energy, including conventional, non-conventional, biomass, wind, solar, and tidal energy are covered. Nutrition and its types, respiration, transportation of water, food, and minerals in plants are included.
Communicable and non-communicable diseases, vitamins and deficiency diseases, ecosystem components, food chains and food webs, environmental pollution, ozone layer depletion, and greenhouse effect are also included.
Knowledge of Computers
Marks: 10
This section tests basic computer awareness required for modern government offices.
It includes basic applications of computers and their components, fundamentals of computer science, and the concept of open-source technologies. Input and output devices and operating systems are part of the syllabus.
Candidates must have knowledge of MS Word, MS Excel, MS Access, MS PowerPoint, PDF, internet, and e-mail. Computer viruses and anti-virus concepts are included.
Hardware and software concepts, CPU, peripherals, storage media, software definitions, role and categories of firmware and humanware, and the role of information technology in governance are also covered.
