What is Secret Ballot?

A Secret Ballot is a voting system in which the identity of the voter and the candidate chosen by the voter remain confidential. No one can know whom a voter has voted for.

It is one of the most important features of free and fair elections in a democracy.

Secret Ballot is a method of voting in which the voter marks his/her choice in private so that no one can identify the vote cast.


Meaning

Constitutional Basis

The Constitution of India does not explicitly mention the words "Secret Ballot."

However, it is ensured through:

  • Article 324 – Superintendence, direction and control of elections by the Election Commission of India (ECI).

  • Conduct of Elections Rules, 1961

The Supreme Court has held that secrecy of voting is an essential component of free and fair elections, which forms part of the basic democratic framework.
