1. Introduction

India is a country of villages, towns and cities. For understanding Indian society and administration, it is important to know the difference between rural and urban areas, their administration, functions and constitutional provisions.

2. Village and Rural Area

A village is generally a rural settlement where population density is relatively low and agriculture and allied activities traditionally play an important role.

Important Features of Villages

  • Agriculture is traditionally an important economic activity.

  • Population density is generally lower than in cities.

  • Social relationships are often more closely connected.

  • Villages are administered through Panchayati Raj Institutions (PRIs).

  • The Gram Sabha is the basic democratic institution at the village level.

  • Rural development programmes are implemented through different government institutions.

3. City and Urban Area

  • Greater demand for water supply, sanitation, waste management and housing.

5. Panchayati Raj System

The Panchayati Raj system is the system of rural local self-government in India.

It received constitutional status through the:

73rd Constitutional Amendment Act, 1992

The provisions came into force on 24 April 1993.

Therefore:

24 April = National Panchayati Raj Day


6. Three-Tier Panchayati Raj System

The Constitution provides for Panchayats at three levels:

1. Village Level

Gram Panchayat

2. Intermediate Level

Panchayat Samiti

3. District Level

Zila Parishad

Important Exception

A state having a population not exceeding 20 lakh may not constitute Panchayats at the intermediate level.


7. Gram Sabha

Constitutional Article: Article 243(b)

Gram Sabha means the body consisting of persons registered in the electoral rolls relating to a village within the area of a Panchayat at the village level.

Functions

Gram Sabha may:

  • Participate in local decision-making.

  • Discuss development programmes.

  • Review local plans and expenditure.

  • Promote people's participation in rural governance.

  • Help ensure transparency and accountability.

8. Important Features of 73rd Constitutional Amendment

The 73rd Amendment:

9. Urban Local Government

Urban local government received constitutional status through the:

10. Three Types of Municipalities

According to Article 243Q, there are three types of municipalities:

1. Nagar Panchayat

For a smaller urban area.

3. Municipal Corporation

For a larger urban area.

11. Municipal Corporation

15. Reservation in Local Bodies

The Constitution provides reservation in Panchayats and Municipalities.

Scheduled Castes and Scheduled Tribes

Seats are reserved for SCs and STs in proportion to their population in the relevant area.

Women

Not less than one-third of the total number of seats are reserved for women.

This includes seats reserved for women belonging to SCs and STs.

The offices of chairpersons are also subject to reservation as provided by the Constitution and state law.


16. Duration of Local Bodies

Panchayats

Constitutional provision: Article 243E

Municipalities

Constitutional provision: Article 243U

Both normally have a term of:

5 years

Important Point

If a Panchayat or Municipality is dissolved before completion of its term, elections should generally be completed within 6 months, subject to the constitutional provisions concerning the remaining period.


17. State Election Commission

Local body elections are conducted under the supervision of the:

Relates to elections to Panchayats.

Relates to elections to Municipalities.
