1. Introduction
India is a country of villages, towns and cities. For understanding Indian society and administration, it is important to know the difference between rural and urban areas, their administration, functions and constitutional provisions.

2. Village and Rural Area
A village is generally a rural settlement where population density is relatively low and agriculture and allied activities traditionally play an important role.
Important Features of Villages
Agriculture is traditionally an important economic activity.
Population density is generally lower than in cities.
Social relationships are often more closely connected.
Villages are administered through Panchayati Raj Institutions (PRIs).
The Gram Sabha is the basic democratic institution at the village level.
Rural development programmes are implemented through different government institutions.

5. Panchayati Raj System
The Panchayati Raj system is the system of rural local self-government in India.
It received constitutional status through the:
73rd Constitutional Amendment Act, 1992
The provisions came into force on 24 April 1993.

6. Three-Tier Panchayati Raj System
The Constitution provides for Panchayats at three levels:

7. Gram Sabha
Constitutional Article: Article 243(b)

Functions
Gram Sabha may:
Participate in local decision-making.
Discuss development programmes.
Review local plans and expenditure.
Promote people's participation in rural governance.
Help ensure transparency and accountability.

9. Urban Local Government
Urban local government received constitutional status through the:

10. Three Types of Municipalities

15. Reservation in Local Bodies
The Constitution provides reservation in Panchayats and Municipalities.
Scheduled Castes and Scheduled Tribes
Seats are reserved for SCs and STs in proportion to their population in the relevant area.
Women
Not less than one-third of the total number of seats are reserved for women.
This includes seats reserved for women belonging to SCs and STs.
The offices of chairpersons are also subject to reservation as provided by the Constitution and state law.
16. Duration of Local Bodies
Panchayats

Both normally have a term of:

Important Point
If a Panchayat or Municipality is dissolved before completion of its term, elections should generally be completed within 6 months, subject to the constitutional provisions concerning the remaining period.
